My sympathies to the family. I worked with Dick for many years at the Lima Pokice Dept., he was one of my sergeants, then lieutenant on 1st shift. I always had the utmost in respect and admiration for him. He could be no nonsense and stern when he had to be, and also warm and friendly at other times. He chewed me out pretty good one time (I deserved it!) and afterward, made sure to explain and turn it into a learning experience for me and we joked about it afterward. I always looked up to him. I even sought his advice once after he retired when I saw him out paint striping one day. He turned off his machine and took the time to listen, advise, and counsel me. I always appreciated that and him. Rest in peace, Lt. I will never forget you.
Barbara (and Steve) Blackburn left a message on October 30, 2018:
Martha and Nancy, we send our deepest sympathy. You both were the light of Richard's life. His eyes would light up when he talked about you. Nancy, you were his pride and joy. He could talk for hours about you. He was the best supervisor I ever worked for at LPD. He guided you but let you make the decisions. I learned a great deal from him. He had a way of chewing you out but leaving you with dignity and a sense that you were forgiven but don't let it happen again! I learned a lot from him when I got promoted on how to deal with people. He was a good man. Steve got his promotion when Richard retired. He told me he felt good about leaving a slot for Steve.
